ÑÑ  ÑÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àB.ŽÔ€X³´XXX³´Ôà..àAll€new€construction€and€substantial€improvement€shall€be€constructed€using€methods€and€practices€that€minimize€flood€damage.ÌŽÑ  ÑÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àC.ŽÔ€X³´XXX³´Ôà..àAll€new€construction€and€substantial€improvements€shall€be€constructed€with€electrical,€heating,€ventilation,€plumbing€and€air€conditioning€equipment€and€other€service€facilities€that€are€designed€and/or€located€so€as€to€prevent€water€from€entering€or€accumulating€within€the€components€during€conditions€of€flooding.ÌŽÑ  ÑÓ  ÓÓ  ÓÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..à(3)ŽÔ€X³´XXX³´Ôà..àŽòòÔ€X³´XXX³´ÔUtilities.ÌŽÑ  ÑÑ  ÑÓ  ÓÓ  ÓóóÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àA.ŽÔ€X³´XXX³´Ôà..àAll€new€and€replacement€water€supply€systems€shall€be€designed€to€minimize€or€eliminate€infiltration€of€flood€waters€into€the€systems;ÌŽÑ  ÑÑ  ÑÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àB.ŽÔ€X³´XXX³´Ôà..àNew€and€replacement€sanitary€sewerage€systems€shall€be€designed€to€minimize€or€eliminate€infiltration€of€flood€waters€into€the€systems€and€discharge€from€the€systems€into€floodwaters;€and,ÌŽÑ  ÑÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àC.ŽÔ€X³´XXX³´Ôà..àIndividual€waste€water€treatment€system€shall€be€located€to€avoid€impairment€to€them€or€contamination€from€them€during€flooding.ÌŽÑ  ÑÓ  ÓÓ  ÓÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..à(4)ŽÔ€X³´XXX³´Ôà..àŽòòÔ€X³´XXX³´ÔSubdivision€Proposals.ÌŽÑ  ÑÑ  ÑÓ  ÓÓ  ÓóóÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àA.ŽÔ€X³´XXX³´Ôà..àAll€subdivision€proposals,€including€manufactured€home€subdivisions,€shall€be€consistent€with€the€need€to€minimize€flood€damage;ÌŽÑ ÓÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àB.ŽÔ€X³´XXX³´Ôà..àAll€subdivision€proposals,€including€manufactured€home€subdivisions,€shall€have€public€utilities€and€facilities€such€as€sewer,€gas,€electrical,€and€water€systems€located€and€constructed€to€minimize€flood€damage;ÌŽÑ  ÑÑ  ÑÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àC.ŽÔ€X³´XXX³´Ôà..àAll€subdivision€proposals,€including€manufactured€home€subdivisions,€shall€have€adequate€drainage€provided€to€reduce€exposure€to€flood€damage;€andÌŽÑ  ÑÑ  ÑÓ  ÓÓ  ÓÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..à(5)ŽÔ€X³´XXX³´Ôà..àBase€flood€elevation€data€shall€be€provided€for€subdivision€proposals,€including€manufactured€home€subdivisions,€and€other€proposed€developments€which€contain€at€least€50€lots€or€5€acres€(whichever€is€less).ÌŽÑ  ÑÑ  ÑÓ  ÓÓ  ÓÌŽÑ  ÑÑ  ÑÔ€X³´XXX³´Ôà..à(b)ŽÔ€X³´XXX³´Ôà..àŽòòÔ€X³´XXX³´ÔSpecific€Standards.ŽóóÔ€X³´XXX³´Ô€€In€all€areas€of€special€flood€hazards€where€base€flood€elevation€data€have€been€provided€as€set€forth€in€Section€1309.04(d)(2),€the€following€provisions€are€required:ÌŽÑ  ÑÑ  ÑÓ  ÓÓ  ÓÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..à(1)ŽÔ€X³´XXX³´Ôà..àŽòòÔ€X³´XXX³´ÔResidential€construction.ŽóóÔ€X³´XXX³´Ô€€New€construction€and€substantial€improvement€of€any€residential€structure€shall€have€the€lowest€floor,€including€basement,€elevated€to€or€above€the€base€flood€elevation.ÌŽÑ  ÑÑ  ÑÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..à(2)ŽÔ€X³´XXX³´Ôà..àŽòòÔ€X³´XXX³´ÔNonresidential€construction.ŽóóÔ€X³´XXX³´Ô€€New€construction€and€substantial€improvement€of€any€commercial,€industrial€or€other€nonresidential€structure€shall€either€have€the€lowest€floor,€including€basement,€elevated€to€the€level€of€the€base€flood€elevation;€or,€together€with€attendant€utility€and€sanitary€facilities,€shall:ÌŽÑ  ÑÑ  ÑÓ  ÓÓ  ÓÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àA.ŽÔ€X³´XXX³´Ôà..àBe€floodproofed€so€that€below€the€base€flood€level€the€structure€is€watertight€with€wall€substantially€impermeable€to€the€passage€of€water;ÌŽÑ  ÑÑ  ÑÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àB.ŽÔ€X³´XXX³´Ôà..àHave€structural€components€capable€of€resisting€hydrostatic€and€hydrodynamic€loads€and€effects€of€buoyancy;€and,ÌŽÑ  ÑÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àC.ŽÔ€X³´XXX³´Ôà..àBe€certified€by€a€registered€professional€engineer€or€architect€that€the€design€and€methods€of€construction€are€in€accordance€with€accepted€standards€of€practice€for€meeting€the€standards€of€this€subsection.€€Such€certification€shall€be€provided€to€the€official€as€set€forth€in€Section€1309.04(a)(3).ÌŽÑ  ÑÓ  ÓÓ  ÓÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..à(3)ŽÔ€X³´XXX³´Ôà..àŽòòÔ€X³´XXX³´ÔAccessory€structures.ŽóóÔ€X³´XXX³´Ô€€An€exemption€to€the€elevation€or€dry€floodproofing€standards€may€be€granted€for€accessory€structures€(e.g.,€sheds,€detached€garages)€containing€576€square€feet€or€less€in€gross€floor€area.€€Such€structures€must€meet€the€encroachment€provisions€of€Section€1309.05(e)(1)€and€the€following€additional€standards:ÌŽÑ  ÑÑ  ÑÓ  ÓÓ  ÓÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àA.ŽÔ€X³´XXX³´Ôà..àThey€shall€not€be€used€for€human€habitation;ÌŽÑ  ÑÑ  ÑÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àB.ŽÔ€X³´XXX³´Ôà..àThey€shall€be€designed€to€have€low€flood€damage€potential;ÌŽÑ  ÑÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àC.ŽÔ€X³´XXX³´Ôà..àThey€shall€be€constructed€and€placed€on€the€building€site€so€as€to€offer€the€minimum€resistance€to€the€flow€of€flood€waters;ÌŽÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àD.ŽÔ€X³´XXX³´Ôà..àThey€shall€be€firmly€anchored€to€prevent€flotation;€and,ÌŽÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àE.ŽÔ€X³´XXX³´Ôà..àService€facilities€such€as€electrical€and€heating€equipment€shall€be€elevated€or€floodproofed.ÌŽÑ  ÑÓ  ÓÓ  ÓÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..à(4)ŽÔ€X³´XXX³´Ôà..àŽòòÔ€X³´XXX³´ÔManufactured€homes.ŽóóÔ€X³´XXX³´Ô€€The€following€standards€shall€apply€to€all€new€and€substantially„ŽÔ€X³´XXX³´Ôimproved€manufactured€homes€not€subject€to€the€manufactured€home€requirements€of€Ohio€R.C.€3733.01.ÌŽÑ  ÑÑ  ÑÓ  ÓÓ  ÓÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àŽÔ€X³´XXX³´Ôà..àA.ŽÔ€X³´XXX³´Ôà..àManufactured€homes€shall€be€anchored€in€accordance€with€subsection€(a)(1)B.ÌŽÑ  ÑÑ
